To correct "South Tucson" and some South Tucson administrators:

The Arizona Department of Racing is not in the business of enforcing city ordinances and they don't enforce the Tucson Dog Protection Act.

If you don't believe me, you can call ADR Director Luis Marquez and ask him yourself.
