Let City Of Tucson to annexation vail area become of Tucson. It is large city in Pima County so I thought why not Foothills, Tanque Verde, and Casa Adobe to become of city of Tucson to increase population also taxes will help the city a lot for everthing. I have heard a lot of people said it is pointless for vail to become city or town.
