Hood Ornamentation?

Perhaps local car thieves were intrigued by the strange "decorations" on the hood of a '90s-model car they stole from a local young man, a Pima County Sheriff's Department report stated.

The victim told sheriff's deputies he was a freelance hairdresser and had just moved to Tucson from Phoenix to live with his girlfriend in her north-side apartment. That day, he said, he'd awoken and gone out to where he'd parked his car (a 1998 Honda Civic)the night before—right next to his girlfriend's car—but it was gone. He was certain it'd been stolen, he said, but he had both the keys, and there was no glass on the ground suggesting that the thief or thieves had broken the window.

Reportedly, the car could be identified even if the license plate had been switched, because it had "black sun-baked silly string all over the hood." The reportee did not care to explain this fact further.

Unfortunately, at the time of the report, the car hadn't been located.
