They are convinced by the conditions and circumstances they are in prior to making the mortally dangerous trek. The majority of Americans don't understand that kind of desperation, but it's an extremely impoverished soul that believes attempting to illegally immigrate should be punished by death.
What Mr. Smith is doing is leaving water in designated, legally mandated areas so that those who are desperate enough to risk their lives trying to make it into the US don't die from lack of water. Humane Borders and Mr. Smith are operating both lawfully and humanely.
Also, due to lack of imagination and reasoning skills, it seems to have entirely alluded those of you who are in opposition to the water tanks that they are known by border patrol and actually provide a means of concentrated traffic by which border patrol can anticipate and apprehend those who are desperate enough to have to use them. They are simply life saving measures that actually aid both the human life of the immigrant and border patrol.
