There is one comment about the state mandating how the new money will be spent. Some will say this violates the concept of local control. In reality, if the state does not mandate how it is spent, such as on teacher salaries, the districts will use the money for all sorts of pet projects and the teachers will end up with little or nothing. I have seen it happen.
