You completely failed to mention the biggest problem: mandated spending from citizen initiatives. Neither Goddard nor Brewer (nor any legislature) can stem the deficit tide when spending is mandated to increase by 7 percent every year on programs approved by citizens.

The truth is, Napolitano and the state legislature (republicans and democrats) share the blame of massively increasing spending to levels that were not sustainable. Now Brewer has come in and done a good job of trying to get the budget under control. But her efforts to fill in the hole is redug every year by initiative mandates that no one can undo without a new vote.

I give major credit to Brewer for putting her own reputation on the line to push for a citizen vote to increase the sales tax to offset worse cuts to education and law enforcement. She has inherited a mess, not of her own doing, and has done a yeoman like job to fairly address things.

Your article, in the end, fails to address the 800 lb gorilla that is mandated spending, and instead conveniently lays blame on a Governor who is courageously fighting the battle.
