    Clearly, the Arizona Game and Fish Department and the State-led Jaguar Conservation Team (JCT) have proven to be an ineffective venue for implementing jaguar conservation policy in the Southwest. Their decision-making processes have been a waste of time and critical resources for the recovery of jaguars, especially during a time of budget shortfalls in the State. The preliminary results show JCT’s lack of scientific rigor, preparedness and use of rule of law, which have been pointed out by conservationists for many years. Southern Arizona and New Mexico offer excellent jaguar habitat and healthy prey populations - Jaguars are back to stay and reclaim their historic grounds.
