Mill Ave in Tempe is hardly a bastion for bad development. Tempe is probably the one model in the state of doing "smart growth". It has a lot of character, a mix of the old and new, and actually has sustainable levels of density which Tucson and this part of downtown really can't claim yet. I can't wait until the City expands this infill area so that Tucson in 50 years will be a more attractive place to live for all, without relying on the Marana's to steal the population base away from the inner city.
