Not all migrants are able to fill out the proper paper work to enter the country legally. To find a lawyer and wait for the results dont necessarily help the migrant. Many are just trying to reconnect with family members or visit dying relatives. These can be time sensitive issues, what if your mother was dying and needed your help and there was nothing for you to do? Some families actually like to stick together and support one another. Thank you Todd for the stimulating article
