How could the SAME accidents happen if the KNOWN HAZARDS are removed? A worker is not going to die from an explosion of combustible dust, if it has been eliminated. No one will suffer from asbestos related illnesses, if the contaminant is gone. Just like our healthcare system, workplaces need to focus on prevention of illnesses and injuries. Prevention in both cases is the best economic plan. And in the case of workplaces, OSHA regulations are a start, but need stronger standards and enforcement.
